Build America / Operation Open Doors Award

Background on the Award:
In May 2005 the Associated General Contractors of South Dakota Building Chapter sent a request to building contractors asking them to join Operation Open Doors. This non-profit group formed during Operation Desert Storm supports returning disabled veterans by adapting their homes to accommodate war-sustained disabilities. Participating general contractors were asked to contribute labor, services and materials to provide such services in our area, should the need arise.

Mills Construction signed on to do whatever needed to be done for any returning soldier within a 60-mile radius of Brookings. Our pledge of support included design, construction management services, materials and labor.

Ironically, about that same time, outside of Ramadi, Iraq, Tom Carpenter, of Elkton, SD, incurred severe injuries when his Humvee hit a mine. The soldier, lost his right leg to the knee and his left foot. He also sustained lower left leg damage and soft tissues damage to his right arm.

Upon learning of this soldier’s need, the AGC Building Chapter organized a meeting to involve the Elkton Community and Mills Construction. Randy Hanson, president of Mills Construction, met with the Mayor of Elkton to work out a plan for coordinating the local volunteer laborers and the subcontractors who would be involved in adapting the Carpenter house.

Mills Construction designed and GC’ed the project. Our in-house architect, David Bertelson, developed a plan for the adaptations needed and two of our superintendents (Ron Kramer and Tim Mulvey) supervised and helped perform the work.
